Red Leadership Mentors in Action: Pairing and Joint Development to Drive Progress

On the afternoon of August 29, Yang Wenping, a “Red Leadership Mentor” in Zhuzhou City and Party Secretary of the Locomotive Business Division at CRRC Zhuzhou Locomotive Co., Ltd., led her team to Lince Group, where they launched a joint pairing‑and‑co‑construction initiative with a vibrant Party lesson. Ouyang Rong, full-time deputy secretary of the CPC Committee for New Economic Organizations and Social Organizations of the Zhuzhou Municipal Party Committee, along with his delegation, paid a visit to provide guidance.

Launching the “Red Mentor” pairing‑and‑guidance program to support Party building in private enterprises is an innovative initiative undertaken by the Zhuzhou Municipal Committee’s Work Committee for New Economic Organizations and New Social Groups, in line with the spirit of the 20th National Congress report on “promoting the development and growth of the private sector.” It also represents a robust measure to leverage Party building as a driving force—“state-owned enterprises leading private ones, large enterprises guiding small ones”—to jointly advance high‑quality development.

Yang Wenping, one of Zhuzhou City’s first “Red Mentors,” shared the Party Committee of the Locomotive Business Unit’s experience in building a lean‑management‑based Party‑building brand and presented Party‑building‑related books to Lince Group, thereby offering valuable guidance and resources to bolster Party‑building efforts in private enterprises.

Taking the pairing of Red Leadership Instructors as an opportunity, both sides jointly launched Party-building co-construction activities. The Party Branch of the Quality and Technology Department of the Locomotive Business Unit and the Party Branch of the Assembly Workshop each signed co-construction cooperation agreements with the Party General Branch of the Structural Components Business Unit, the Party General Branch of the Ventilation and Cooling Business Unit, and the Party General Branch of the New Materials Company of Lince Group, and, in light of their respective business realities, took on specific research-and‑development projects.

Wang Qingzhao, Secretary of the Party Branch of the Quality and Technology Department of the Locomotive Business Unit, shared the experiences and achievements gained from jointly building Party organizations with Lince Group, and put forward collaborative requirements regarding the responsibilities of external suppliers and upstream processes in locomotive assembly, commissioning, acceptance, maintenance, and operation. Xu Junwei, General Manager of Lince Rolling, stated that the two parties will strengthen their communication and cooperation, achieve all joint‑construction objectives on schedule, and make every effort to meet the delivery needs of the Locomotive Business Unit.

Liu Chaohui, Secretary of the Party Committee of Lince Group, expressed his sincere gratitude to the Municipal Party Committee’s Work Committee for the New Economic Organizations and Non‑Public Enterprises, as well as to CRRC Zhuzhou Locomotive Co., Ltd. and its Locomotive Business Division, for their longstanding strong support and assistance. He stated that, under the guidance and support of the Red Leadership Mentor, Lince Group will deepen the development of its party‑building brand by sharing advanced practices, pooling high‑quality resources, jointly advancing production management, and collaboratively addressing business challenges, thereby enhancing product competitiveness and achieving dual improvements in both party building and business operations, and contributing the “New Economy and Non‑Public Enterprise” sector’s strength to the goals of “cultivating a renowned manufacturing city and building a happy Zhuzhou.”

Ouyang Rong expressed full appreciation for the implementation of this Red Leadership Mentor program and the Party‑building co‑construction initiative. She stated that the Municipal Party Committee’s Work Committee on New Economic Organizations will steadfastly uphold the spirit of the CPC Central Committee’s centralized and unified leadership over private‑sector development, as enshrined in the “Two Healths” policy and the “31 Measures for the Private Sector.” The committee will continue to leverage key platforms—such as paired mentorship by Red Leadership Mentors and industry‑chain‑based Party‑building co‑construction—to empower private enterprises through Party building and drive city‑wide development, while devoting every effort to providing robust services and support to private businesses. She also expressed the hope that Lince Group, taking advantage of the opportunity presented by the Red Leadership Mentor pairing, will achieve substantial results in building its Party‑building brand, integrating Party building into production processes and mechanisms, and developing innovative approaches. Furthermore, she urged the group to draw on these experiences to better exemplify and lead the city’s efforts in Party building among new economic organizations, thereby setting a benchmark for high‑quality development across the private sector.
