　　On the 9th, Chen Huiqing, Deputy Secretary of the Municipal Party Committee and Mayor, visited Zhuzhou Lince Group to conduct on-site office work and address the company’s practical challenges. He emphasized the need to remain problem‑oriented, approach issues with both dedication and urgency, and adopt extraordinary measures to help enterprises resolve pressing developmental bottlenecks, thereby fully unleashing the vitality of market entities and driving Zhuzhou’s high‑quality, robust development.

　　Zhuzhou Lince Group Holding Co., Ltd. is one of China’s leading manufacturers and suppliers of rail‑transit equipment components, ranking first on the 2021 list of the Top 50 Private Enterprises in Zhuzhou City. On February 19, Xiao Yongmin, Chairman of Lince Group, raised issues such as the company’s relocation and expansion, as well as the upgrading and redevelopment of the Tianxin area, at Zhuzhou City’s inaugural government–enterprise “Breakfast Meeting.” Following the meeting, leaders of the Municipal Party Committee and the Municipal Government promptly instructed relevant departments to systematically review and address the concerns raised by business leaders.

　　This morning, Chen Huiqing and his delegation inspected the headquarters site of Lince Group, the site of Zhuzhou Pneumatic Company, and the site of the Shock Absorber Company, followed by a symposium. Lince Group presented an overview of its current development status and the challenges it faces. Representatives from the Municipal Urban Development Group, the Municipal Land Reserve Center, the Municipal Financial Office, the Municipal Housing and Urban–Rural Development Bureau, the Municipal Planning and Natural Resources Bureau, the Municipal Finance Bureau, the Municipal Industry and Information Technology Bureau, the Municipal Education Bureau, and the Municipal Development and Reform Commission offered their views and recommendations on how to better support the company’s relocation and transformation, facilitate its IPO, and advance the upgrading and redevelopment of the Tianxin area.

　　Chen Huiqing fully commended the achievements made by Lince Group in recent years, expressing his hope that the company will seize the opportunity presented by its relocation and expansion to continuously enhance its profitability and development level, thereby firmly establishing the strategic goals of exceeding RMB 5 billion in sales and paying over RMB 300 million in taxes during the 14th Five-Year Plan period. The Municipal Party Committee and the Municipal Government will intensify their support for the enterprise, helping it achieve these objectives and steadily grow stronger and larger.

　　Chen Huiqing emphasized the need to enhance the quality of business services, expedite the resolution of approval issues such as project completion and acceptance, and establish a long-term mechanism that ensures businesses can get things done without having to seek favors. He pledged to wholeheartedly and with utmost urgency help enterprises overcome development challenges, ensuring that more companies experience Zhuzhou’s efficient services and favorable business environment. Furthermore, he called for full support for relocation and expansion projects, strict implementation of policies related to land acquisition and storage as well as policy subsidies, meticulous assessment of input‑output ratios, and the pursuit of win‑win cooperation between government and enterprises.

　　It is essential to coordinate the efforts of all departments to implement the “Golden Hibiscus” Upgrade Action Plan and create every possible condition for enterprises seeking to go public. We must vigorously seek policy support from higher authorities to better serve business development. Furthermore, we should elevate overall planning standards, advance the upgrading and transformation of the Tianxin area—both large and small parcels—and strive to secure additional funding. By building first‑class educational facilities nationwide, we will transform the Tianxin district into a new, industry‑integrated community that aligns with world‑class industries, thereby driving Zhuzhou’s high‑quality, robust development.
