Since launching the city‑level pilot program for independent title evaluation four years ago, the company has seen a cumulative total of 286 employees apply for mid‑ and junior‑rank title assessments, and 257 have been awarded the corresponding titles.
The comprehensive management and organizational implementation of professional title evaluations are generally the responsibility of human resources and social security administrative departments at all levels. In 2018, the Hunan Provincial Department of Human Resources and Social Security and the Zhuzhou Municipal Bureau of Human Resources and Social Security (hereinafter referred to as the Municipal HRSS Bureau) supported private enterprises in talent development by taking the lead in delegating certain professional title evaluation authorities and selecting pilot enterprises to conduct independent assessments for intermediate and junior-level titles, thereby helping these enterprises cultivate and recruit talent and fostering their innovation and growth.
Lince Group is one of the two pilot enterprises selected by our city. Since the launch of the pilot program, leaders and experts from the Municipal Human Resources and Social Security Bureau have visited the company annually to provide on-site guidance, offering recommendations on standardizing procedures, ensuring impartial outcomes, and enhancing review quality. They have also rigorously scrutinized the final evaluation results, thereby fully safeguarding the quality of professional and technical personnel’s title promotions. In turn, Lince Group has, in accordance with the Bureau’s requirements, strictly implemented all relevant procedures, including eligibility screening, performance assessment, and public disclosure of results, to carry out its evaluation process.
Lince Group has also innovatively introduced an interview‑defense component into its performance evaluation process, fostering on‑site interaction between frontline technical staff and technical experts. “Interview defenses are typically reserved for senior‑level professional title reviews,” explains Xiao Diaqing, Head of the Human Resources Department at Lince Group. By incorporating interviews into mid‑ and junior‑level title assessments, the company aims to encourage candidates to engage in systematic thinking and reflective summarization. Moreover, papers must be closely aligned with their respective roles and propose concrete solutions to real‑world challenges. Such submissions not only carry practical relevance but also provide valuable technical guidance, helping employees enhance both their professional skills and domain expertise.
To this end, Lince Group has also established a pool of expert reviewers, comprising individuals with senior or higher professional titles, extensive experience and distinguished track records—including city-level discipline leaders. At the review site, the experts provide candidates with suggestions for revising their papers and offer solutions to challenges encountered in practical work, thereby helping them enhance both the quality of their publications and their professional competencies.
“Enterprise‑led title evaluations have expanded the autonomy of employers, helping to address the longstanding tendency to overemphasize academic qualifications and publications while neglecting practical work competence and performance, thereby ensuring that evaluation outcomes better align with the actual needs of enterprises,” said Chen Gang, head of the Professional and Technical Division of the Municipal Human Resources and Social Security Bureau. He added that the achievements and lessons learned from Lince Group’s four‑year pilot program in professional title assessment represent a robust initiative for cultivating and retaining talent and boosting enterprise development, and that this approach will be rolled out to more companies across the city in the next phase.
