It is recommended that government regulatory agencies innovate their approaches to managing “new consumption” and proactively explore new standards for food business licensing and food safety. Strengthen logistics infrastructure, revise the smart logistics development plan, and deliver high‑quality logistics services. Establish a revenue‑sharing mechanism—primarily based on the place of consumption—for tax revenues and retail sales indicators, thereby fostering a favorable environment for the growth of emerging forms of consumption and injecting greater intrinsic dynamism.

While their working and living conditions have improved markedly, they continue to face pressing challenges, including unequal access to employment opportunities, significant disparities in pay and benefits, uneven social security coverage, and limited access to vocational training. To address these issues, we recommend the following measures: first, launch a public‑welfare program to provide vocational skills training for female migrant workers; second, adopt a “mobile classroom” approach to deliver training directly to rural communities; third, establish a public‑service online platform dedicated to facilitating employment for female migrant workers; fourth, fully leverage existing policies supporting employment and entrepreneurship to encourage them to find jobs or start businesses locally; and fifth, foster a societal climate that values and supports vocational skills development for female migrant workers by organizing competitions to promote learning and recognizing outstanding achievements.

To address these challenges, we recommend strengthening communication and collaboration between the government and industry chambers of commerce, leveraging their collective strength, and, in light of actual industry conditions, convening expert panels to engage in in‑depth discussions. This will facilitate the gradual establishment of industry standards to guide orderly sectoral development. Furthermore, we advocate supporting industry associations in developing well‑planned, state‑of‑the‑art automotive industrial parks that integrate high‑quality resources, focus on the automotive aftermarket, and adopt standardized operations coupled with differentiated competition. Such efforts would help cultivate a headquarters‑based economic cluster for Hunan Province’s automotive aftermarket, fostering a more dynamic and competitive automotive industry ecosystem.
